About LIAA
Local Infrastructure Audit App (Local Infrastructure Audit Application) for seismic assessment of public buildings in the Philippines
Overview
LIAA is an advanced automated digital platform for the seismic assessment of buildings, developed for local government units in the Philippines. It integrates PHIVOLCS science-based geological and hydrological hazard data with the Spectral Acceleration Map of the Philippines (SAMPH).
The assessment follows the international FEMA P-154 Rapid Visual Screening standard and is based on the DILG Excel Harmonized Infrastructure Audit Tool (HIAT). It can also be used to assess proposed infrastructure projects, applying the National Structural Code of the Philippines (NSCP) design parameter approach with more detailed SAMPH data.

Why LIAA
No one knows when the next big earthquake will strike.
Every infrastructure and building must be inspected as soon as possible, before the earthquake strikes.
- 01EfficiencyReports are generated right in the field, ready on the spot. No paper-based manual inspection, then no redundant encoding in Excel.
- 02Camera-based hazard retrievalCapture a photo with the camera and LIAA automatically retrieves the science-based hazard data for that site.
- 03DigitalizationPaper-based inspection and redundant encoding in the office are replaced by digital building records and print-ready reports.
- 04Real-time earthquakesShows the latest earthquakes in real time, connected to PHIVOLCS, so inspectors can see what is happening right now.Shows the latest earthquakes in real time, so inspectors can see what is happening right now.
